Rick is a national leader with a vision. He believes that local delivery system reform efforts should lead to delivery system capacity growth, market diversification, synergistic partnerships, expanded markets and revenue streams. With over 25+ years in the US Department of Health & Human Services, Rick served as the HRSA Regional Administrator in the Chicago Regional Office for the last 13 years. As the Director for Business Development at HRSA, he built a team to consult with health systems, Federally Qualified Health Centers (FQHCs), community and local government entities that resulted in stronger community affiliations and greater access to health care. Rick deploys transformative meeting facilitation skills to assist health systems to identify opportunities for collaboration and growth. He also specializes in organizational infrastructure change in primary care delivery sites resulting in operational efficiencies, enhanced leadership and expanded delivery capacity. He has assisted community-based organizations to obtain FQHC and FQHC Look-Alike status, and has overseen financial and operational assessments for hundreds of nonprofit group practices, HIV/AIDS early intervention providers, maternal and child health programs, and health professional training programs.
