She is an FQHC clinical and administrative consultant and has conducted operational and technical assistance visits (including public entity and tribal designations) in urban and rural areas in over 35 states and US territories. In addition, Ms. Kaplan’s professional experience for HRSA includes reviewing and evaluating Federal Tort Claims Act deeming applications for FQHC grantees.
